The diagram is stocked by the merchant at the Ard Skellig sawmill and by the armourers in Larvik, Kaer Muire, Kaer Trolde keep and Urialla Harbor. Another copy lies in a chest by the shrine where Hammond prays on Faroe, and it can also turn up at random diagram spots.
