The armour itself drops as random loot once you pass level 16, most often from guarded treasure sites and smugglers' caches. Its diagram is in a chest in the werewolf's lair during 'Wild at Heart', is given for beating the third opponent in 'Fists of Fury: Skellige', and is stocked by Skellige armourers and the sawmill merchant north-east of Rannvaig.
